The Trust oversees a number of special local initiatives, including supporting the District’s Effective Youth Development plan, aimed at engaging the District’s hardest-to-reach youth, ages 16 to 24, who are unemployed or out of school. The Trust supports the plan through grants, technical assistance and evaluation. In 2007, the Trust awarded $5.7 million in competitive grants to 15 organizations to work with older youth in non-traditional out-of-school settings.
In 2005, after a jump in juvenile homicides and youth violence, then-Mayor Anthony Williams’s administration devised a strategy to address the problem and to ensure the healthy development of youth.
The plan follows core principles of the positive youth development approach: “providing youth with opportunities to make and implement decisions; challenging youth to reach their full potential; providing environments in which young people can further develop their social, civic, cognitive, and emotional competencies; ensuring that necessary services and supports are available to young people; engaging the whole community; and ensuring that youth are engaged by caring and supportive adults.”
